This Week in the Autonomy Economy, Lyft and Baidu announced a partnership to enter the European and UK robotaxi markets, Waymo set its sights on a 2026 launch in Washington, D.C., and Tesla secured a ride-hailing permit in Texas.

The autonomy economy is becoming increasingly global, and to better understand it, we hit the road for a field trip that revealed insights we didn’t fully grasp before, particularly about Uber and Lyft’s Chinese autonomous vehicle deals in Europe. 

We now see the strategic logic behind those partnerships for the European market. But where there is logic, there is also risk, risk so significant that we now have serious concerns about rollout strategies, the markets chosen for deployment, and how long those deployments will ultimately last.

One of the most striking observations is the disconnect between rural areas and cities when it comes to Chinese-made autonomous vehicles in Europe. The first thing you notice upon landing at Paris-Charles de Gaulle airport is that everything is in French and Chinese. 

But visit a regional airport in France and the Chinese influence is absent. Rural regions may have BYD dealerships, but there is an extremely limited number of vehicles on the road. In fact, we have yet to see one BYD vehicle on the road and have seen only one Lynk & Co vehicle on the road. 

Uber and Lyft aren’t betting on regional markets for autonomy, the demand simply isn’t there. They are targeting major cities, buoyed by the fact that over 10 million Chinese tourists visit Europe annually. 

Is this a bet on the growing Chinese outbound travel market? Play nice in Europe with Chinese AV companies, then expand into China as a trusted partner? Possibly. But for now, we have reservations and questions about both Uber and Lyft’s European Chinese AV strategy and where it ultimately goes from here.

Why did Lyft partner with Baidu for Europe and the UK?

Lyft announced a deal with Baidu to launch autonomous vehicles on its network in Germany and the UK starting in 2026. The move builds on a wave of partnerships between Western ride-hailing firms and Chinese AV developers, following Uber’s earlier deals with WeRide and Momenta.

What makes Germany a more realistic target than the UK for Lyft’s rollout?

Germany’s regulatory framework is further along in accommodating autonomous vehicles, making deployment more plausible by 2026. The UK, however, still presents legal and political uncertainties that could delay or restrict Lyft and Baidu’s plans.

Why are Lyft and Uber betting on Chinese AV firms in Europe?

The partnerships appear to be aimed at major European cities rather than regional markets, supported by strong Chinese tourist flows, more than 10 million visitors annually. By playing nice with Chinese autonomous vehicle companies in Europe, Lyft and Uber may also be positioning themselves to expand into China.

What risks does Lyft face with Baidu in Europe?

Political sensitivities around Chinese technology in Europe pose a major risk. Rising scrutiny of Chinese companies could limit the lifespan of these deployments or trigger restrictions, jeopardizing Lyft’s strategy to rebrand FreeNow as Lyft.

How does this partnership fit into the global autonomy race?

Lyft’s deal with Baidu underscores the globalization of the autonomy economy, where cross-border partnerships are shaping access to technology and markets. Success will depend on navigating Europe’s political climate while leveraging Baidu’s AV capabilities to compete with Waymo, Tesla, and Zoox.

Another day, another Chinese autonomous vehicle deal in Europe. First it was Uber’s partnership with WeRide, then Momenta, and now Lyft’s deal with Baidu. At this pace, Europe’s streets could soon resemble those of China, with a growing number of Chinese-owned and operated autonomous vehicles preparing for deployment.

This week, Lyft announced a partnership with Baidu to launch autonomous vehicles on the Lyft network in Germany and the United Kingdom next year. While we have reservations about a UK rollout, a Germany deployment in 2026 appears plausible, provided the companies navigate all but certain government restrictions.

Our take: No matter which path Lyft takes in Europe and the UK, the company will need to closely monitor the political climate and select autonomous vehicle partners that won’t jeopardize its rebranding of FreeNow to Lyft.

Waymo Targets 2026 Launch for D.C. Robotaxi Service Waymo is planning to launch a robotaxi service in Washington, D.C. in 2026. The big questions that still remain are; can Waymo secure regulatory approval and will it be a Waymo One or Uber market?

First Waymo, Now Mercedes? New York City appears to be emerging as a hotbed for autonomy testing, as a Mercedes-NVIDIA test vehicle was spotted this week on West 49th Street in Manhattan.

Tesla Secures Texas Ride-Hailing Permit Tesla has secured a ride-hailing permit in Texas, allowing the company to operate as a transportation network company aka TNC, bringing Tesla one step closer to launching their Robotaxi service to the public.

Zoox Secures NHTSA Exemption One step down, one to go. Zoox has secured a Demonstration Exemption from NHTSA, allowing the company to operate the “Zoox mobile” on public roads with passengers. The catch? The company still can’t charge for rides, yet.

Baidu Robotaxi Drives, Then Falls into Construction Pit with Passenger In an incident straight out of a movie, a Baidu Apollo Go robotaxi in Chongqing, China drove into a construction pit with a passenger onboard (video).

Plus Partners with Goodyear to Enhance Truck Performance Plus and Goodyear have partnered to integrate tire intelligence into Plus’s factory-built autonomous trucks, with an emphasis on increasing efficiency.

If all goes according to plan and the new Tesla FSD model with 10X parameters is released to the public next month, we could see a major leap in capability, one that might signal personally-owned Tesla robotaxis are closer than we think, perhaps just 3 to 4 years away.
